European Union

Verónica has particularly extensive experience in European Union law, both in advisory work and in litigation.

She has represented the Kingdom of Spain in numerous proceedings before the courts of the European Union and has also advised private clients in disputes and proceedings involving the interpretation or application of EU law.

She advises on institutional, regulatory and contentious matters, including proceedings before the European Commission, the Court of Justice of the European Union and, where relevant, the European Court of Human Rights.

This practice enables her to assess with precision the interaction between national law, European Union law and sector-specific regulatory frameworks, including where such issues arise in the broader context of arbitration or strategic litigation.

Arbitration

Verónica has acted in arbitration both as counsel and as arbitrator in complex disputes that frequently raise significant economic, regulatory or institutional issues.

Her approach to arbitration combines technical strength, strategic vision and an international outlook, which places her in a particularly strong position to handle sophisticated matters, especially in regulated sectors or where the core of the dispute lies in Public Law or European Union law.

Strategic litigation

Having led the legal strategy in more than 3,000 matters throughout her career, Verónica has exceptional experience in civil and commercial, criminal, administrative and European litigation.

She acts in complex disputes requiring in-depth strategic analysis, particularly where multiple legal frameworks overlap, where reputational or institutional stakes are high, or where the dispute forms part of a broader context of negotiation, regulation or arbitration.

Public Sector and Public Authorities

She advises clients in their dealings with public authorities, regulatory bodies and public sector entities, as well as in disputes involving them.

Her experience covers public procurement, concessions, subsidies, public property, compulsory expropriation and administrative enforcement proceedings. She also advises on the analysis, negotiation and assessment of legislative and regulatory initiatives.

Regulated sectors

She has extensive experience in highly regulated sectors, including electricity, oil and gas, healthcare and pharmaceuticals, telecommunications, financial services and insurance.

She advises clients on the interpretation and implementation of new regulatory frameworks, prepares legal opinions on complex issues of European Union law and constitutional law, and leads litigation challenging regulatory measures before the competent courts, including the Supreme Court and the Constitutional Court.

This sector-focused practice also informs her understanding of arbitration and litigation in matters where regulation is not merely the background to the dispute, but often one of its central elements.
